    Slowing sales and declining margins are ultimately a result of increased competition from lower-priced smartphones. There's no denying it: Google's (NASDAQ: GOOG  ) Android, powering many options that put less of a strain on the wallet, is taking the smartphone market by storm. According to IDC's May report, Android shipments are up a whopping 79% in the first quarter of 2013 from the year-ago quarter. Perhaps even more telling is that within this same time frame, Android shipped 162.1 million phones compared with Apple's 37.4 million. There's definitely an enormous and fast-growing market for cheaper smartphones.

Here's a rundown of the smartest moves and biggest blunders. eBay (EBAY) -- Loser A massive data breach at eBay was reported this week. Hackers cracked into eBay's database, gaining access to the names, email addresses, phone numbers, addresses and birthdays of its 233 million registered users. Passwords and payment information were encrypted, and are in all likelihood safe, but eBay is telling folks as they log into the site to change their passwords as a precautionary measure. Identity theft at websites and retailers is a major problem, but why are companies so slow to get the news out? The hack at eBay took place nearly three months ago, and eBay found out about it two weeks ago. Why did it wait until Wednesday to announce the breach? It also didn't mail its users, choosing instead to let them know about it when they logged into the site. Such situations are unfortunate, and unfortunately becoming more common, but companies need to own up to the breaches sooner and communicate with their customers more effectively when they happen. Netflix (NFLX) -- Winner The leading premium video streaming service is about to collect some more passport stamps. Netflix announced on Wednesday that it will be expanding into Germany, Austria, Switzerland, France, Belgium and Luxembourg later this year. The moves were widely expected. Variety spilled the beans on Netflix being in talks to enter France and Germany several weeks ago. After offering its digital platform in the United Kingdom and Scandinavia, the central Europe is a logical next step. Sears Holdings (SHLD) -- Loser Several out-of-favor retailers bounced back a bit this earnings season, but Sears wasn't one of them.     Andrew Harrer/Bloomberg via Getty Images MasterCard (MA), the world's second-largest debit and credit card company, said it was extending its zero-liability policy for cardholders in the United States to include all PIN-based and ATM transactions. The move follows several data breaches at U.S. companies including one at Target (TGT) late last year involving the theft of about 40 million credit and debit card records. "The move by MasterCard just enhances the sense of security for people at a time when it has been shaken up significantly in recent times," said Gil Luria, an analyst with Wedbush Securities. Zero-liability protection currently covers card transactions that require a customer's signature but doesn't apply if an account holder's personal identification number, or PIN, was used for unauthorized transactions. The new policy will take effect in October. Zero-liability protection means the account holder won't be held responsible for unauthorized transactions. Larger rival Visa's (V) zero-liability policy doesn't apply to PIN-based and ATM transactions, according to information available on the company's website. "The changes that we're making in cardholder protection combined with our efforts to move the U.S. payments industry to EMV chip technology will help deliver safer shopping experiences to consumers," said Chris McWilton, president of North American markets for MasterCard. The two companies have urged banks and retailers to meet an October 2015 deadline for the adoption of "EMV" chip technology that would make it safer to pay with plastic. "This all comes back to the adoption of EMV. Of all the cards that are breached at ATMs, a majority of them are non-EMV cards. This is just another way for the company to impress upon the importance of quickly adopting EMV cards," said Philip Philliou, managing partner of Philliou Partners, a firm that helps banks and retailers select payment processors.     Nomura Securities analysts initiated coverage on Symantec Corporation (SYMC) early on Wednesday, giving the stock a “Neutral” rating because its upside is already priced into its current valuation.

    The analysts see shares of SYMC reaching $29, which suggests a 14.6% upside to the stock’s Tuesday closing price of $25.30.

    Nomura Securities analyst Frederick Grieb commented, “In the early innings of a classic turnaround story, but upside largely priced In. We initiate coverage of Symantec (SYMC) with a Neutral rating and a 12-month target price of $29. Symantec is a leading vender in the security and storage markets, but has struggled to grow market share post its 2005 acquisition of VERITAS. The company has faced competitive pressures in its core markets, with ‘freemium’ antivirus software pressuring the consumer business, while the storage business has been challenged by enterprise migration to Windows and Linux from Solaris and UNIX. Despite these headwinds, we are launching coverage of Symantec with a Neutral rating, as we believe management will be able to improve the business by increasing margins (perhaps to +33%) and longer-term organic growth through a combination of simplifying management structures and a better strategy to incentivize the sales force. However, given the stock�� 33% increase YTD, due in part to multiple expansion (P/E up 18% YTD), we believe much of the upside from this turnaround is already baked in.     Symantec Inc. (NASDAQ: SYMC) reported second fiscal quarter 2014 results after markets closed on Wednesday. For the quarter, the network security software maker posted adjusted diluted earnings per share (EPS) of $0.50 on revenues of $1.64 billion. In the same period a year ago, the company reported EPS of $0.45 on revenues of $1.7 billion. Second-quarter results compare to the Thomson Reuters consensus estimates for EPS of $0.44 and $1.69 billion in revenues.
