    Another under-$10 health care player that's starting to move within range of triggering a major breakout trade is Medical Action Industries (MDCI), which develops, manufactures, markets and supplies a variety of disposable medical products. This stock has been on fire so far in 2013, with shares up sharply by 129%.

    If you take a look at the chart for Medical Action Industries, you'll notice that this stock has been trending sideways and consolidating for the last month and change, with shares moving between $5.84 on the downside and $6.76 on the upside. Shares of MDCI are now starting to spike higher right off its 50-day moving average of $6.09 a share, and it's quickly moving within range of triggering a major breakout trade above the upper-end of its sideways trading chart pattern.

    Market players should now look for long-biased trades in MDCI if it manages to break out above its 200-day moving average at $6.67 a share and then once it takes out some more key overhead resistance levels at $6.76 to $7.13 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 98,989 shares. If that breakout hits soon, then MDCI will set up to re-test or possibly take out its next major overhead resistance levels at $9.50 to $10 a share.

    Traders can look to buy MDCI off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support levels a $5.84 to $5.50 a share. One can also buy MDCI off strength once it clears those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    The % of stocks above their 10-day moving average (dma) is at the 70%-level; still a major divergence with prices.

    The % of stocks above their 200-dma stands at 77%. The 87% level marked previous highs. The 50-dma/150-dma cross breakdown now confirms a larger correction. Bottoms form between 30%-40%.

    Overall, the risk-reward remains skewed to the downside, regardless of whether prices remain above trendline resistance, as our model group suggests a correction to the 110-day moving average, currently at S&P 1711.

    A clear breakdown at that level would accelerate the decline towards the wide ! 200-dma and 380-dma range, between 1657-1571.

    Why is there such a disconnect between oil and gasoline prices? Despite the fact that oil and gasoline make just about everything go and demand has been steadily rising for decades now, oil production has had difficulty keeping pace. And since 2005 most production growth has come from the increased exploitation of shale formations and hydraulic fracturing.

    Since 2005, global production of crude oil has grown by 2.3 million barrels per day (MBPD) and over that same time period U.S. production of shale oil has grown by 3.5 MBPD. Not only is the U.S. essentially responsible for all the production global production growth since 2005, it has also made up from 1.2 MPBD of lost production elsewhere in the world.

    While the gasoline price spike since October can be largely attributed to seasonal factors ��traveling increases in the holiday and summer seasons ��tight global oil production could result in higher gasoline prices becoming a fact of life. Here in the U.S. nearly 75 percent of the oil we consume goes to transportation and higher gasoline and other distillate prices are the only effect mechanism for rationing it.

    That pricing mechanism, coupled with rapid advancements in drilling technologies and know-how, has also made it economical to produce once-untouchable oil reserves, such as those in deepwater or in shale formations and oil sands. It has also driven a huge push to increase global oil production in the coming years and created an opportunity to not only profit from the energy boom but also hedge your portfolio against the damaging impact of energy inflation.

    The Department of Defense awarded nine contracts worth a combined $239.5 million Monday. Among public companies, a few of the bigger winners included:

    General Electric (NYSE: GE  ) won a $45.2 million award exercising an option on a previously awarded contract. GE will supply the U.S. Navy with seven F414-GE-400 spare engines and multiple engine components for its F/A-18E/F fighter jets.�This contract should be complete by November 2015. Booz Allen Hamilton (NYSE: BAH  ) is a winner in a $30.9 million award under an indefinite-delivery/indefinite-quantity (IDIQ), cost-plus-fixed-fee, multiple-award contract "for support of emerging navigation technologies for air and shipboard command, control, communications, computers, intelligence, surveillance, reconnaissance system applications."�The DoD's contract announcement said a second, unnamed contractor has won a similar award, and both awardees will now have to compete for individual task orders the Navy may put up for bid over the next three years. Additionally, this contract may be extended by a two-year option period -- potentially raising the value of the contract to $52.7 million, and potentially extending the contract out to May 5, 2016. B/E Aerospace (NASDAQ: BEAV  ) was awarded an unrelated maximum $6.6 million contract. B/E will supply various engine parts, avionics, wheels, and brakes to the U.S. Army, Navy, and Air Force, as needed through May 5, 2017.

Not a Rosy Picture

Last month, Goldman Sachs downgraded Altera�� rating from "conviction buy" to "buy" owing to a belief that Altera could face some short-term weakness. Further, Altera�� quarterly report was not robust either. Revenue lowered 10% from the year-ago period and earnings dropped 24%. The company released the guidance for revenue of around $441 million at the mid-point, which was far behind the $473.66 million expectation.

Therefore, it seems like it�� all unstable conditions for Altera currently. However, patient investors might be interested in Altera with the stock trading pretty close to its 52-week low and being the cheapest among the three at 22 times earnings. The long-term prospects are not that bad, and taking into account the fact that Altera offers a dividend yield of 1.90%, it could be a good buy over the long run.

    Getty Images WASHINGTON -- As one part of the U.S. government looks to remove restrictions on making phone calls from airplanes, another agency is apparently considering its own prohibition. Federal Communications Commission Chairman Thomas Wheeler told members of Congress that while his agency sees no technical reason to ban calls on planes, Department of Transportation Secretary Anthony Foxx told him Thursday morning that the DOT will be moving forward with its own restrictions. Wheeler called his proposal to rescind the ban "the responsible thing to do." Calls have been prohibited for 22 years over fears that they would interfere with cellular networks on the ground. Technological advances had resolved those concerns. "When the rationale for a rule doesn't exist, the rule shouldn't exist," Wheeler told members of the House Communications and Technology Subcommittee during his 39th day in office. Wheeler said he has called the chief executives of major airlines, telling them that the government isn't requiring them to allow calls. Ultimately, the decision will rest with individual airlines. "I understand the consternation caused by the thought of your onboard seatmate disturbing the flight making phone calls. I do not want the person in the seat next to me yapping at 35,000 feet any more than anyone else," Wheeler said. "But we are not the Federal Courtesy Commission." The DOT, which includes the Federal Aviation Administration, wasn't immediately available for comment. The FCC proposal comes just weeks after the Federal Aviation Administration lifted its ban on using personal electronic devices such as iPads and Kindles below 10,000 feet, saying they don't interfere with cockpit instruments. An Associated Press-GfK poll released Wednesday found that 48 percent of Americans oppose allowing cellphones to be used for voice calls while flying; just 19 percent support it.     It's no secret that airline profit margins are low -- around 2.4% worldwide -- or that first-class and business-class fares are where the airlines actually make money. That's why formerly all-egalitarian value carrier JetBlue (NASDAQ: JBLU  ) rolled out Mint, its version of premium class, in mid-June. The airline was very selective about deploying Mint. It's currently available only on two planes that fly the country's most popular air route, JFK-LAX.
